To promote employee health and wellness during the upcoming holiday season, CBP and NTEU have agreed to the early implementation of the PFIT provisions in the new Article 51, Section 1 of the 2025 NCBA, which authorizes employees to take up to five hours of PFIT starting on December 1, 2024.
I am pleased to report that NTEU and CBP have agreed to the early implementation of the agreements reached in the 2025 National Collective Bargaining Agreement (NCBA) regarding the Agency-wide Physical Fitness Program (AWPFP a.k.a. PFIT). Starting December 1, 2024, employees will be eligible for up to five (5) hours of duty time each week (used in increments of no more than two (2) hours per occurrence) to engage in physical fitness activities. Additional details on requesting and using PFIT can be found in the attached excerpt of the 2025 NCBA ratification draft.
As we begin the implementation of PFIT, I also want to use this opportunity to promote the use of PFIT. During negotiations, several chapters commented that the increase in PFIT is a good thing, but chapters were concerned that employees would not be able to benefit from the increase because operational needs prevent supervisors from approving PFIT. After December 1, 2024, if you experience an increase in denials or any blanket denials of PFIT, please provide a summary of that information to Ryan Soon. NTEU will use this data to determine the best ways to increase PFIT opportunities for employees.
Finally, as a reminder, even though NTEU is actively seeking the earliest possible implementation of the 2025 NCBA, the parties are only implementing the agreements reached in Article 51, Section 1 at this time. This agreement does not mean that Article 51 or any other articles of the 2025 NCBA are in effect until ratification and Agency Head Review are complete.
